NT Homelessness Strategy 2025-2030
The Northern Territory Homelessness Strategy 2025–2030 sets out the Territory’s plan to prevent and reduce homelessness over the next 5 years. The strategy focuses on early intervention, culturally safe services, and a stronger, more coordinated homelessness service system.
The strategy was developed in close partnership with Aboriginal organisations, non-government service providers, government agencies, and people with lived experience.
It is supported by a five-year funding commitment through the National Agreement on Social Housing and Homelessness, ensuring continuity and sustainability in service delivery through to 2029.
The strategy aligns with national frameworks and supports the Northern Territory Government’s priorities to:
- Reduce crime
- Rebuild the economy
- Restore our lifestyle.
Why this matters
The Northern Territory has the highest rate of homelessness in Australia, with over 13,000 people experiencing homelessness on any given night. Aboriginal Territorians make up 87% of this population. The strategy aims to improve outcomes through place-based responses that reflect community needs and strengthen the homelessness sector across the NT.
What the strategy will deliver
The strategy outlines 16 actions under 3 strategic priorities.
Priority 1: Intervene early to prevent homelessness
- Help people stay in housing
- Identify risk factors earlier
- Support people with complex needs
- Improve transition planning from state care
Priority 2: Deliver culturally safe services
- Increase Aboriginal-led responses
- Develop regional plans
- Improve support for rough sleepers, young people, and people escaping domestic and family violence
Priority 3: Strengthen the homelessness system
- Build a central intake and referral system
- Establish service standards and accreditation
- Strengthen outcomes reporting and workforce development
Governance
The strategy is supported by 3 key groups:
- Strategic Advisory Group – system leadership and oversight
- Lived Experience Advisory Group – guiding policy from lived experience
- Priority Action Group – regional and place-based planning
This work is backed by a detailed action plan, a background paper that explores the NT context and evidence base, and a summary plan to support community engagement.
